Do you think it would be possible for me to get a this heat panel:

And does anyone use ones like this?

can't see a reason not to as longs as you consider the following.

Insulation, it would waste heat, and possibly be a fire risk if touching the walls, it would need to be mounted an inch away and have tin foil behind it so it doesn't do damage.

Guarding. This will like all other heaters need guarding.

And a Stat. I would go for a simple on off stat, such as Lucky Reptiles Thermo control.

If it has an inbuilt stat, turn it to max, and rely only on the Reptile stat. The built in stat would act as a double safeguard should anything fail .
