The photo is probably linked to the fact that the rat is being trained - and the protective suit is NOT because the man is trying to stroke the animal... They're actually trying using Gambian pouched rats as experimental 'mine detectors' - because they can fit into small spaces and they're too light to set mines off, they are trained to find the scent of explosives and produce a visible signal when they've found something - this way, the disposal crews know exactly where to look. The guy in the photo looks like he's giving a reward to a sniffer who's on a leash.
